A Meeting about the Impact of COVID-19 on Machinery was Successfully Held

As is known, the recent COVID-19 has disrupted the machinery industry chain and brought huge damage to domestic industries including China bearing industry. In this case, however, with the joint efforts of all the Chinese, the epidemic is well under control. In the case of COVID-19 which tends to be moderate, an important meeting about the machinery was held.

On April 20th, 2022, a meeting was held in Beijing on the impact of the COVID-19 on the production and operation of the machinery by the Expert Committee of China Machinery Industry Federation. This organization is made up of key experts on the machinery, including China bearing experts. In the following, it will be short for Expert Committee. The meeting aimed to implement the decision and deployment of the country and promote the stability of the supply chain of the machinery. Chen Bin, who is the executive vice president of China Machinery Federation as well as the deputy director of the Expert Committee, attended the meeting and delivered a speech. Cai Weici, who is the deputy director of the Expert Committee, presided the meeting.

Chen Bin, conveyed the spirit of the speech of Xi Jinping on the coordination of COVID-19 prevention as well as economic and social development, according to the requirements of the special meeting of the President of the China Machinery Federation. In addition, the main leaders from MIIT put forward five requirements on how to do a good job to promote the stability of the supply chain of the machinery. MIIT is an organization called Ministry of Industry and Information Technology.

First, all lines of the machinery should study and implement decision-making arrangements of the government in a profound way. They should study the speech of Xi Jinping on the coordination of COVID-19 prevention as well as economic and social development. In detail, enterprises should keep key industrial chains and supply chains run in a smooth way and ensure production and operation in a normal way according to relevant requirements.

Second, in the COVID-19 period, all lines from the machinery should do more research about enterprises, monitor the operation of machinery and predict or do early warning. They should closely track the impact of COVID-19 on the mechanical industry chain as well as the supply chain, especially for areas which suffered from COVID-19. For some industries, risk monitoring and prevention should be strengthened. These industries include auto industries which were shut down due to COVID-19 and have a high risk of supply disruption and industries of machinery and electrical equipment, etc. Meanwhile, it is necessary to have a deep understanding of the evolution of COVID-19 as well as difficulties and demands of enterprises. Then, related policy measures should be studied and proposed in order to protect the supply chain as well as the industrial chain.

Third, the whole lines of the machinery should take positive actions to integrate the COVID-19 prevention and industry development. Enterprises from key areas and key industries should strictly comply with the provisions of the local COVID-19 prevention, and rationalize the production schedule. In particular, those companies which caused serious shutdown due to COVID-19 should be given guidance of how to do a great job in scientific prevention of COVID-19 and how to promote the resumption of production in an orderly way in order to ensure the smooth flow of supply chain and logistics of the industry chain.

Fourth, all the lines of the machinery, in the COVID-19 era, should actively cooperate with MIIT to develop "white list" of the industry chain about auto, machinery equipment, electrical equipment as well as other key industries. They should give full play to the role of coordination platform of the industry chain as well as the supply chain to protect the stable production of key enterprises and keep the smooth operation of key industrial chains.

Fifth, all lines of the machinery should broaden the dissemination and implementation of policies to help small and medium-sized enterprises by means of making full use of channels such as media, conferences and forums. All lines of machinery should guide and help enterprises to have an in-depth knowledge of the policy, enjoy the benefits of the policy and make full use of the policy. They should give a hand to those enterprises, especially small and medium-sized enterprises to resolve difficulties in collecting accounts and to alleviate financial pressure. They also should timely reflect the situation and propose policy measures to government departments.

Experts from different associations did a lot of research, collected the first-hand information on the machinery and gave presentations and targeted suggestions in the meeting. They focused on the impact of COVID-19 on production and operation activities, industry chain, supply chain, export trade, order taking as well as employment and so on. Most associations collected problems in COVID-19 period and reflected the industry demands through the research on backbone enterprises or sample surveys. Problems they collected mainly focused on difficulties of the logistics, the personnel as well as the capital. Regarding this, they put forward a number of practical and feasible related measures or recommendations which are in urgent need for enterprises.

In the end, Cai Weici made a speech. He first thanked the leaders from the MIIT for the concern of the machinery industry. He also gave high praise to the 14 industry associations in the meeting, members of which well completed the research task about the impact of the COVID-19 on the production and business. About the problem of logistics as well as the industry chain, he gave three suggestions. First, strengthen accurate prevention and control and maintain the consistency prevention and control for COVID-19 in all places of nationwide. Second, strengthen the mid-term as well as long-term support policies of traditional industries such as the machinery. Third, the machinery needs to enhance the awareness of the crisis. Fourth, we should be innovation-driven, adjust the industry structures including structures of China bearing industry to help the smooth development of the industry. He also stressed that the COVID-19 was still serious and complex. In this case, the industry associations should be highly vigilant and should pay close attention to the production and business in the second quarter. The industry associations should do more survey and study and actively guide the industry to promote the resumption of work and production in a regular way in post COVID-19 era.
